Figures are illustrative. The four-hour baseline is the figure named in the brief. The per-rule response times below are modelled to show the mechanic, not measured — Flipur's real published figures are not in this repo, and the brief requires that this simulator use only those. Replace RULES[].secs in this file with the published numbers before it goes anywhere public. Nothing here is a client result.
